Prison design should reflect the management philosophy of the correctional agency that will operate it. Some examples of operational philosophy that must be considered in design are the following. Campus style prisons are where the buildings separated and spread out within the secure perimeter. It is believed that forcing inmates to move from one building to another has a positive effect on the environment of the prison. Also, with the decentralized location of the buildings, there is little inmate congestion as they move through the prison, reducing the likelihood of tension. Another development in prison designs that is often used in campus designs is podular designs that provide dayrooms in the center of the housing unit in which inmates can mingle or watch television. Getting out of their cells reduces idleness and tension, and podular designs also make it easier for officer to view inmates from one central location. And podular designs easily lend themselves to the use of direct supervision of inmates. Direct supervision puts staff in direct contact with inmates during most of the day. In a direct supervision design, inmate cells are situated around the outside of the building, with staff offices, showers, and quiet recreation rooms interspersed among the cells.
