Cyber child sexual exploitation is defined situations in which these abusive practices occur or are facilitated through the use of the Internet or other file-sharing and mobile communication technologies. Where a person, usually an adult, achieves sexual gratification, financial gain or advancement through the abuse or exploitation of a child’s sexuality by abrogating that child’s human right to dignity, equality, autonomy, and physical and mental well-being, i.e., trafficking, prostitution, prostitution tourism, mail-order bride trade, pornography, stripping, battering, incest, rape, and sexual harassment. In the period 2004 to 2013, a total of 37,105 suspects were investigated and referred to the U.S. attorneys for commercial sexual exploitation of children. In a study conducted by Wolak, Finkelhor, Mitchell, and Ybarra (2008), they found that nine percent of all 10 to 17 year olds receive unwanted sexual requests while on the Internet. Over a period of a year, one in 25 children received an online sexual solicitation where the solicitor tried to make offline contact. Jones, Mitchell and Finkelhor (2012), found in another study that 23% of all 10 to 17 year olds experience unwanted exposure to pornography. In a report published by the National Institute of Justice (NIJ) in 2007, it was found that more than 90% of children who are commercially sexually exploited had been previously sexually abused. Most alarmingly, the report also found that 75% of child pornography victims are living at home when they are photographed.
