What are the major building blocks of an effective literacy program?

Effective programs have some common features, such as a philosophy that all
students can learn to read, high expectations for students, objectives that are specific and
clearly stated and aligned with Common Core or other high-quality standards, continuous
monitoring of progress toward meeting objectives, varied and appropriate materials,
effectiveteaching strategies, effective practice, motivation, building a sense of community,
efficient use of time and increased academic learning time (ALT), a home–school connection,
cooperation among staff, a shared sense of responsibility for all students, a consistent
program that builds on past learnings, prevention and intervention as necessary, and
a process for evaluating the program. Construction of a literacy program starts with the students. To build an effective program, you need to ask, What are the students' needs? What are their interests? What aspirations do their parents have for them? What literacy skills do they need in order to survive and prosper now and in the future? What do they need to be college and career ready?.
