How successful have government efforts to curtail illicit drug use been? Why haven’t they met with greater success?

It is very difficult to assess success on drug use, but one might conclude that the system has been very successful at arresting, prosecuting, and incarcerating drug-use offenders but has been very unsuccessful in curtailing actual drug use. One issue that influences the level of success is the lack of adequate funding and also the use of available funding for some types of strategies such as enforcement at the expense of other strategies such as treatment.
