Why did the original U.S. Constitution not contain a Bill of Rights

James Madison, the chief architect of the Bill of Rights, initially stated that a a bill of rights was "unnecessary, because it was evident that the general government had no power but what was given it [by the Constitution]" and "dangerous, because an enumeration which is not complete is not safe." By omitting a bill of rights, some framers argued that citizens could always claim, in the face of governmental intrusion, that because citizens did not specifically limit the nature and extent of their freedoms, they reserved the right to do what they pleased.
