By the early 1970s, many observers believed that poor policing was contributing to the national turmoil. The National Advisory Commission on Civil Disorders stated bluntly that poor relations between the police and African American communities were partly to blame for the violence that plagued many of those communities.
The beginning of the community era may be traced to several government initiatives that took place in 1968 . Of primary importance was the Omnibus Crime Control and Safe Streets Act, which was passed that year.
Community policing is based on the notion that meaningful interaction between officers and citizens will lead to a partnership in preventing and fighting crime.
