The correctional facility must consider cost containment, managed care, and concentration of resources. It is generally more efficient and cost-effective if offenders with special needs are kept in the same vicinity where they can be treated as a group. It is also more effective when care can be focused on a specialized unit where specifically trained staff can target their skills to the population in need. Relevant staff and resources can be more concentrated if inmates with special needs are housed in one central location. Mainstreaming inmates into the general prison population is a general expectation of the ADA because it is expected that all inmates be provided full and complete access to prison programs, activities, and services.
