Answers will vary but correct responses should include: The author describes empires as states that bound many political communities in allegiance to a single source of authority. Empires established zones of conflict and cultural exchange. They spilled people, technology, and means of life into neighboring areas. The states that developed outside the great Eurasian empires exhibited some of the qualities that describe empires and were lacking in others. They did bring populations together under central rule and established settlements with culture and trade. These border states did not have the breadth of area of control, large infrastructure, and spread of culture into neighboring areas as the empires did. Most of these states and societies were stimulated by the empires they surrounded.
