Eisenhower wanted to cut the federal budget and he did so by slashing defense spending. But, most of the liberal New Deal programs still in existence survived, and a major new public works program (National System of Interstate and Defense Highways Act) was initiated. Eisenhower's weak leadership on the civil rights issue raises some question about his being "liberal when it comes to human beings."
