Miles suggested that the greatest difference between human relations and
human resources is the relationship between employee satisfaction and performance. In
human relations theory, increased satisfaction is a direct result of increased participation
in the decision-making process. The eventual outcome of increased satisfaction in this
model is greater compliance with authority. Human resources, by contrast, suggests that
satisfaction is not necessarily a direct result of participation but is instead a derivative of
the improved decision making and self-control that results from effective, genuine
participation. With this gain, the cycle feeds itself again, and improved satisfaction and morale contribute back to improved decision making and control.
