The following figure shows a cellular architecture. Is there some specific reason why it could have been designed this way?

The cellular architecture is designed in a way to cater to increased traffic in
some areas. Smaller cells can handle a larger number of users per square
kilometer as the number of allocated channels to each cell is the same. In
addition, interference among cells using the same frequencies is minimized.
This way there is a greater frequency reuse and hence greater capacity within
the limited bandwidth provided.
