Students should address how states may implement and institutionalize policy that sanctions and supports certain behaviors and specific groups (typically majority). Through these policies hierarchical order is achieved and maintained and social power is distributed. Where there are no protections for minorities and discrimination is allowed to breed, hostilities grow along with social tensions, backlash and violence. Several examples are discussed in the text which outline how this has contributed to various civil wars, genocides, and violence uprisings. Where there are weak governments, little prevention is possible and sectarian, ethic, group based violence is more ramped.
