Who determines which files and directories are essential to back up and what is the concern with the /proc directory?

Organizations must determine which files and directories are essential to back up and which ones can be left out of backups. As a general rule, the /proc directory shouldn't be backed up because it contains data the kernel generates automatically and, as a result, could be very large.
