Answer: President Warren Harding’s Secretary of the Interior, Albert B. Fall, secretly leased naval oil reserves at Teapot Dome, Wyoming and Elk Hills, California to developers without asking for competitive bids. A Senate investigation later discovered that large sums of federal money had been loaned to these developers without interest. Fall was eventually fined and sent to prison and the U.S. Supreme Court ordered the oil fields restored to the U.S. government in 1927.
