Explain emergent norm theory, and provide an example.

Answers will vary. Emergent norm theory posits that crowd members establish rational behavioral norms in response to a precipitating crisis. When Hurricane Harvey deluged Houston and surrounding towns, for instance, people used their own boats, Jet Skis, and even air mattresses to rescue strangers from roofs and partly submerged cars, and volunteered at shelters. In effect, then, people aren't spontaneously "infected" with the emotions of others, as contagion theory postulates. Instead, crowd members develop norms as a situation unfolds (Turner and Killian, 1987).
