Generating: Among the companies engaging in activities that involve hazardous waste are chemical companies, which produce it as a byproduct of their legal activity; furniture and wood manufacturing companies working with various solvents and ignitable wastes, which must periodically be disposed of; and vehicle maintenance operations, which involve lead-acid batteries, solvents, and heavy metal and inorganic wastes.
Transportation: This component involves the hauling away of hazardous waste from industrial sites. False manifests may be prepared to make the loads look less harmful, thereby allowing for inexpensive disposal of the waste. Tankers in poor condition may leak hazardous waste as they are driven along highways, and illegal disposal of hazardous waste also occurs when tankers deliberately discharge the waste in small amounts onto the road.
Treatment, storage, and disposal (T/S/D): T/S/D crimes are committed by companies that treat hazardous waste without a permit or treat it inadequately; store it without a permit to do so and improperly identify the nature of the waste or store it under inadequate conditions discharge it into sewers, simply abandon it, mix it with regular waste for cheaper disposal, or store incompatible chemicals or amounts of chemicals above their permitted amount or concentration.
