Explain the drawbacks of vehicle patrol

Vehicle patrol contributes to poor police-community relations, especially in poor neighborhoods, where many residents regard the police as a hostile occupational force. Isolated in their cars, with windows rolled up to protect them from the smells, the dangers, and even the temperatures, the police seem out of touch and definitely not able to communicate effectively with the people they serve. Attempts to increase perceived police presence by letting officers use squad cars for their personal use had little, if any, deterrent effect. Patrol cannot stop crimes committed inside buildings. Even when preventive patrol deters, its effect is limited to main streets and buildings, leaving side and back streets, alleys, and even the backs of buildings on main streets unaffected. Finally, crimes of passion are largely beyond the reach of preventive patrol.
