ANSWER: This is a complex question. Although the national mean is higher, so is the variability. Thus, the range of scores around the mean is larger for the national group and actually dips into the lower end of the local group. In essence, the groups of scores overlap one another. Thus, it is not clear that one group has actually done better than another. If one's mean and standard deviation were both clearly higher for one of the groups, one could say that group has done better. That is not the case with these groups of scores.
