Shortly after the introduction of COMPSTAT by the New York City Police Department, crime began to decline. Citing COMPSTAT as the reason for the reduction in crime, many other police departments implemented COMPSTAT, or at least some version of it. However, the success of COMPSTAT in other cities was mixed. One criticism of COMPSTAT is that the persistent focus on accountability may actually be an incentive to manipulate crime data. The second criticism is that although COMPSTAT advocates using “effective tactics” to solve crime problems, those tactics are not specified by COMPSTAT.
