Explain the evolution of probation from the rehabilitative model to the more risk-assessment and increased-surveillance models of the 1980s and 1990s. Why did the pendulum swing this way?
What will be an ideal response?
• In an attempt to convince the public and policy-makers that probation could be "tougher" on criminals, probation administrators began to emphasize a number of stages that would better ensure public acceptance of probation.
• The most often used of these strategies has been the combination of probation and incarceration, financial restitution and community service programs, classification system, intensive probation, and electronic monitoring and house arrest.
• The demise of ideology contributed in large measure to the increased rates of burnout for both women and men adult probation officers. Due to the long history of treatment in probation and even parole, professionally trained social workers have been welcomed, including both women and men.
• Probation has never been known as a male occupation and accordingly, male probation officers do not usually see a problem with women being hired in the office.
