Why does the United States have a far larger number of political officials at the top of the bureaucracy compared with other western democracies?

The American separation of powers, in contrast to European systems, leaves the president less in command of administrative agencies compared with European executives, who have more administrative freedom. Scholar Terry Moe argued that the mismatch between the public’s extravagant expectations of a president’s performance and the limited resources available to the president for satisfying those expectations makes the president seize the tools readily at hand, namely politicization of appointments and centralization in the White House. Another possible explanation is that some presidents have entered office on campaigns vilifying the bureaucracy and believing that only a small army of their own selection could assure agencies’ responsiveness to presidential policy priorities.
