Flooding is a significant problem because, first, much of the region in question is at or below sea-level and, second, because the density of population is so high. These low-lying delta areas exhibit good soils for agriculture, and thus have attracted large numbers of settlers; however, the areas are subject to flooding because of their topography, the heavy monsoonal rains, and periodic cyclones.
