Use of force continuum requires officers to use appropriate force depending on the circumstances. The force used must match the threat and resistance encountered. The least force is verbal commands. If a person does not respond to verbal commands or offers resistance, an officer may use soft empty-hand tactics (that is, pushing). The next level of force is the use of chemical agents and hard empty-hand tactics. If there is the threat of great bodily injury, the use of force may escalate to conducted energy devices, or Tasers. The final levels of use of force are impact devices such as batons and deadly force.
