How can we conclude that rates of child abuse are declining?
What will be an ideal response?
While the number of reported cases has remained the same, people are more aware of child abuse today than before. So we can assume that the number of cases has decreased, and people just have less to report. Substantiated cases of child abuse have declined. Also, self-report surveys shows a decline in child abuse.
