The stages include agenda setting (defining the problem, coming to the attention of lawmakers for consideration), policy formulation (alternatives are proposed and evaluated), legitimation (receiving the force of law and social acceptance), implementation (money spent, programs begun, regulations developed, and enacted), policy evaluation (measuring the impact of the policy), and policy change (fine tuning or revising the policy).
