PPS (prospective payment system) is the reimbursement system for inpatient hospital services. Under PPS, reimbursement is based on MS-DRGs, which are based on the ICD-9 code(s). OPPS (outpatient prospective payment system) applies to hospital outpatient/ambulatory procedures and ambulatory surgery centers. Under OPPS, outpatient/ambulatory services have preset reimbursement rates based on APCs, which relate to CPT codes.
