First, most agencies do not incorporate elements of citizen resistance into the use of force continuum. As such, it is not clear what type of force is appropriate given different forms of resistance, only what forms of force are more severe than others. Second, use of force models largely ignore threat assessment, which is a critical component to determining the threat a subject poses. Third, given in real-life situations may unfold in a matter of seconds, the stepwise progression of force is unrealistic.
