Answer: The war on terror that occurred after 9/11 changed the role of local police in America, placing a strain on relationships between police and citizens. They typical response to terrorism is to put more police on the streets, make more liberal use of searches, and otherwise inconvenience people in the name of national security. These tactics are somewhat at odds with building relationships and improving police-community bonds and contracts. Some have argued that police departments have used the war on terror to scrap community policing.
