Why is government most attentive to those who least need its help?

What will be an ideal response?

In part because people toward the top of the class structure are more politically engaged, better informed, more likely to share their opinions with their representatives, and more likely to participate in political activities. They are, as we have seen, much more likely to contribute money to political campaigns. Surveys consistently show that voter participation is higher at higher income levels and suggest that the class bias inherent in unequal representation at the polls is increasing.
