While both unions and management must maintain a certain level of strain in their advocacy roles, they must not personalize the conflict and must attempt to maintain a cooperative, productive relationship. In sum, it is best if both strive to minimize or eliminate rancor. Police union leaders are elected and typically want to remain in office. However, they must not view their role as antagonistic, where negotiating is a zero-sum game where the union only wins if management loses. There are any number of examples of cooperation and collaboration where zero-sum was not in play.
