Victims historically have been marginalized in the criminal justice process. This began to change in the 1970s, as grassroots organizations worked to inform the public and politicians about the plight of crime victims. One result of this pressure was the 1982 President's Task Force on Victims of Crime. The Task Force opened a floodgate of legislative changes that have since been implemented to assist crime victims. Among the changes is an expansion of the role of the victim in criminal justice proceedings. Victims, for example, are able to provide victim-impact statements, and the constitutional amendments being considered will increase their involvement in the process even further.
