To plan ahead and anticipate events is the essence of proactive police management. This proactive planning approach saves the public and police both human and financial resources and in the case of terrorism, immense destruction. Moving on from the dramatic to the sublime, it takes day-today hard work. Proactive police managers need to develop contingency plans based on empirically based extrapolations in order to deal with future anticipated events. Knowing what to do as planned is the ultimate reward.
All regions have natural disasters such as floods, hurricanes, blizzards, and earthquakes and the police know the region is prone to these events. The police department must be proactive enough to have contingency plans. Proactive police managers plan carefully for both natural and human disasters. It could be as simple as have a regional plan for rock concerts or the necessary communications gear for both natural disasters and terrorists. If the police manager plans for these disasters, the community will be prepared and the proactive police department will save many lives.
