Don't think DNS is only for computers on the Internet. If you want to make your own little TCP/IP network using DNS, that is fine, although you will have to set up at least one DNS server as the root for your little private intranet. Every DNS server program can be configured as a root; just do not connect that DNS server to the Internet because it won't work outside your little network.
