This can lead to situations in which you should make someone very unhappy because doing so will also allow others to be happier. For instance, you might need to falsely imprison one person to keep an angry mob from looting and destroying a town. The falsely imprisoned person will be quite unhappy, but his unhappiness would not measure up to the potential combined unhappiness that would result from the destruction of an entire town.
