Due to tight budgets in federal and state governments over the past 20 years, states and localities are encouraged to use evidence-based strategies that have been deemed effective for juveniles, rather than waste money on programs that do not work. It is now regular practice for federal and state agencies to implement prevention programs that are evidence based and to discontinue programs that are ineffective. Evidence-based programs receive rigorous evaluations, generally using randomized experiments or randomized controlled trials.
