Process evaluation examines what a program is, the activities undertaken, who receives services or other benefits, and the consistency with which it is implemented in terms of its design and across sites. Often, it is undertaken for formative or program improvement purposes—it can directly point to deficiencies in the ongoing operations of a program that may be remedied by its administrators. Also, it can be a crucial element in interpreting effect estimates from impact evaluations. It does not, however, attempt to assess the effects of the program on its recipients.
This type of evaluation is designed to answer questions such as the following:
a. How many persons are receiving services?
b. Are they receiving services members of the intended target population?
c. Are they receiving the proper amount, type, and quality of services?
d. Are there members of the target population who are not receiving services or subgroups within that population who are underrepresented among those receiving services?
e. Are members of the target population aware of the program?
f. Are necessary program functions being performed adequately?
g. Is staffing sufficient in numbers and qualifications for the functions that must be performed?
h. Is the program well organized? Doesthe staff work well with each other?
i. Does the program coordinate effectively with the other programs and agencies with which it must interact?
j. Are resources, facilities, and funding adequate to support necessary program functions?
k. Are resources used effectively and efficiently?
l. Is the program implemented as designed?
