The new system will have many more codes with different formats than ICD-9. All electronic health record systems will need updating to use the ICD-10 codes. Clinicians, nurses, coding officers, medical outcomes researchers, risk managers, and numerous other employees will need to be trained on the new codes. That training will be costly and time-consuming. There will be competition to hire qualified trainers, so they will be able to charge large fees.
