Why is "state action" required for cases under the Equal Protection Clause?

"State action" is a necessary condition for a case of equal protection under either the Fifth or Fourteenth Amendment. Essentially, this requirement maintains that there must be sufficient governmental involvement in the deprivation of equality for there to be a constitutional violation. If equality is being denied by someone unrelated to government, then there is not likely a constitutional violation, although there may be some statutory violations.
