The Penal Harm movement in corrections is based on retribution in sentencing and the infliction of greater harm while inmates are under correctional supervision. The Penal Help movement includes the reform of state laws to liberalize marijuana use, the repealing of harsh sentences and the reduction in the use of incarceration, coupled with the increase in the use of rehabilitation, restorative justice and reentry programming taken together they indicate that there has been a societal shift away from penal harm as a guiding principle of corrections.
