notice that others feel the same way. In this first stage, there is little to no formal
organization as people work to think through and define the issues at hand.
2. Coalescence: In the coalescence stage, social movements seek to define their goals and
design a plan to meet those goals. Organizations coalesce and reach out to other groups and individuals to gain and increase membership. The movement grows and increases
public awareness about the problem.
3. Bureaucratization: In the bureaucratization stage, a movement comes to rely on
organizations and staff persons to run their day-to-day activities and to carry out
movement goals. Bureaucratic organizations with paid staff develop movement strategies
and goals, mobilize supporters, and mobilize and allocate resources to keep the movement
alive. This helps to keep volunteers from experiencing the burnout that often happens from
doing unpaid organizational work.
4. Decline: When an organization completes its goal or is seen as irrelevant, it falls into the
final stage, decline. Decline can result from repression, such as when a government blocks
the actions of movements. Decline can also result from failure to achieve social movement
goals, or achieving movement goals and no longer having a reason to fight for social
change.
