How has the federal government addressed the issue of toxic wastes? What factors threaten continued efforts to identify and remedy toxic dumping sites?

What will be an ideal response?

An ideal response will:
1, Discuss the Comprehensive Environmental Response, Compensation, and Liability Act, colloquially known as the Superfund.
2, Discuss the key components of the Superfund law: to hold polluters liable for cleanups, strict liability that could hold one polluter liable even if multiple parties engaged in dumping, to use the Superfund money when polluters could not be identified, and "cradle-to-grave" tracking of certain hazardous chemicals.
3, Explain the success of the program in cleaning up many hazardous sites, but also acknowledge that the original funding source for the Superfund is no longer available and lack of money has slowed the rate of cleanup.
