The police should consider the following for addressing persons and problems involving mental disorders: work with emergency hospitals to clarify expectations, develop workable protocols, and address problems and issues; appoint police liaison officers as champions within the police department to serve as liaison to the entire mental health community, including sitting on appropriate boards and committees; train generalist police officers via role-playing, lecture, discussion, and tours of mental health facilities; deploy specialized police officers to handle situations involving the mentally ill, relieving regular patrol officers of that responsibility; provide information to patrol officers about clinics, shelters, and mental health services available in the community; use less-lethal weapons as alternative short of deadly force, such as pepper spray and electronic control devices; establish jail-based diversion after booking (with special conditions), removing those who require services that the jail probably cannot provide into treatment; realize that arresting and incarcerating people with mental disorders accomplishes little or nothing.
