Varies. Because many legislative districts have an equal vote regardless of size, rural voters have a strong influence on state policy. These voters often support tough crime laws because many rural people are employed in prisons. Such laws keep arrests and prison populations high. As a result, rural voters can maintain high incarceration rates, even though the majority of people throughout the country want these rates to be lowered. The benefit of this situation is that it helps rural economies. The drawback is that many prisons are overcrowded. Also, incarceration in certain situations, such as minor, nonviolent offenses, is not the most effective method of rehabilitating prisoners or deterring crime.
