What was the difference between glasnost and perestroika as proposed by Gorbachev?

In the calls to moderate the political climate in Russia and the East, Gorbachev initiated a series of reforms including his emphasis on glasnost, or openness, and perestroika, or rebuilding. Glasnost was an invitation to both party members and the media at large to discuss domestic problems honestly. Perestroika was initiated in 1988 to introduce open elections and set new time limitations to political office. In effect, Gorbchev was institutionalizing a more democratic process that prized change, rather than stability, as the key to healthy politics. The problem was that Gorbachev, while he anticipated certain degrees of criticism about long-term problems within Soviet Russia, also anticipated or hoped that open discussion would allow people to strengthen their belief in the good things that communism had accomplished. What he did not anticipate was that people would interpret glasnost as the possibility of turning away from communism and he could not enforce compliance with party standards.
