Answers may vary.U.S. federal law defines harassment as follows: Unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature constitute sexual harassment when (1) submission to such conduct is made either explicitly or implicitly a term or condition of an individual's employment, (2) submission to or rejection of such conduct by an individual is used as the basis for employment decisions affecting such individual, or (3) such conduct has the purpose or effect of unreasonably interfering with an individual's work performance or creating an intimidating, hostile, or offensive working environment (16 Code of Federal Regulations Section 1604.11).Some studies use the term sexual harassment to mean unwanted sexual attention. But sexual harassment also has a specific meaning under the law. Title VII of the Civil Rights Act of 1964 prohibits discrimination in the workplace because of a person's gender. It therefore provides the legal basis for banning sexual harassment, although there is continued confusion about the nature of sexual harassment. Such questions can be clearly answered with the kind of workplace harassment training described by the U.S. EEOC (2016).
