Explain why a metering valve is needed.

What will be an ideal response?

A metering valve is in the line to the front brakes and keeps the front disc pads from operating until the rear drum brakes have started to work. The valve delays pressure application to the front disc brakes because disc brakes are fast acting, whereas drum brakes have spring tension and linkage clearance to overcome.
