Such communities often have greater uncertainty in public services, increased crime, unsafe housing, more pollution, greater school truancy, more visible beggars, and a prevalence of illicit drug use and heavy alcohol use. Being labeled an at-risk community can lead to plummeting property values, flight of businesses to safer/more lucrative areas, diminished community reputation, further degradation of housing options, greater instability, decreased police presence, the avoidance of politicians' work in those areas, fewer public gathering spaces, and a high concentration of poverty. These circumstances can lead to a lack of hope for clients and a feeling of being stuck and unable to get out of the community.
