What is a charter school?

What will be an ideal response?

A charter school is founded/organized by parents, teachers, and/or community groups to provide specialized programs of instruction, such as those with an emphasis on performing arts, sciences, or college preparation. Charter schools are funded by the state but operate outside the jurisdiction of a local school board, and because they are a type of public school they are free and open to all students.
