What is the difference between controlled movement and a pass system?

What will be an ideal response?

• Controlled movement is the procedure used by prisons to maintain accountability for inmates as they move throughout the prison. The most common form of controlled movement is to schedule inmates to move from one point to another at a specific time, according to the daily routine and schedule.A prison pass system is similar to that used in many high schools; an inmate is issued a pass by the work or program supervisor to go to the scheduled appointment. The pass includes a place for staff members to write the time the inmate leaves their supervision and for receiving staff members to write the time the inmate arrives and leaves the appointment. Upon the inmate's return to the work or program supervisor, the time of return is also written on the pass.
