Explain what constitutes improper use of force by the police.
What will be an ideal response?
Categories of improper use of force include (1) physical abuse and excessive force, (2) verbal and psychological abuse, and (3) legal abuse and violations of civil rights. Many agencies now have policies requiring their officers to be "objectively reasonable" in their use of force. For example, one agency adopted the following definition: "In determining the necessity for force and the appropriate level of force, officers shall evaluate each situation in light of the known circumstances, including, but not limited to, the seriousness of the crime, the level of threat or resistance presented by the subject, and the danger to the community."
